全体国际学生：
Dear all international students:
在中国全力抗击新冠肺炎疫情的紧要关头，国际社会向中方提供了真诚的帮助，中方深表感谢，也铭记在心，再次向关心和支持中国疫情防控工作的国际人士表示感谢！
During the critical period of China’s fight against the epidemic of COVID-19, China is deeply grateful for the sincere help provided by the international community and keeps that in mind. We would like to express our thanks again to the international community for their concern and support for China’s epidemic prevention and control efforts.
疫情发生以来，我国采取的应对疫情举措，有效减缓了疫情的蔓延扩散，阻断了病毒的人际传播，得到了世界卫生组织的高度肯定。截至目前，我国疫情防控取得阶段性成果，疫情防控积极向好态势进一步拓展，湖北以外省份积极开展复产、复工，逐步恢复社会正常生产、生活。2020年2月22日9时起，辽宁省新冠肺炎疫情防控应急响应级别由一级应急响应调整为省级三级应急响应。
Since the outbreak of the COVID-19 epidemic, the measures taken by China to deal with the epidemic have effectively slowed down the spread of the epidemic and blocked the transmission of the virus, which has been highly recognized by the World Health Organization. Up to now, China has achieved staged results in epidemic prevention and control. The epidemic prevention and control has actively improved. The provinces outside Hubei province have actively resumed production and work, and gradually restored normal production and life. From 9 o’clock on February 22, 2020, the emergency response level of the COVID-19 epidemic in Liaoning province was adjusted from the First-level public health emergency response to the Third-level public health emergency response.
在我国疫情得到控制的同时，根据世界卫生组织最新报告，截至欧洲中部时间3月2日上午10时，中国境外共64个国家确诊新冠肺炎8774例，死亡共计128例，中方正在密切关注国际疫情的发展形势，对目前疫情加剧的国家感同身受。我国已经与世界各国加强在公共卫生安全领域的沟通与合作，并对日本、巴基斯坦、非盟、伊朗等国家和世界组织提供了病毒检测试剂，和很多国家分享了诊疗方案。我国将继续在力所能及的方面向外方提供帮助，尤其同疫情高发国家和世界卫生组织加强国际卫生合作，同舟共济，团结奋战，直至在全球范围内取得抗击疫情的最终胜利。
While the epidemic in China was under control, according to the latest report of the World Health Organization, as of 10:00 am. Central European Time, 8774 cases of COVID-19 were confirmed in 64 countries outside China, and a total of 128 deaths were reported. China is paying close attention to the development of the international epidemic situation and feels sympathetic to the countries that are currently experiencing the epidemic. China has strengthened communication and cooperation with other countries in the field of public health and safety, provided virus detection reagents to Japan, Pakistan, African Union, Iran and other countries and world organizations, and shared medical treatment plans with many countries. China will continue to help the world in its best efforts, especially to strengthen international health cooperation with the countries with high incidence of the epidemic and the World Health Organization to work together until the final victory in the fight against the epidemic is achieved globally.
为进一步做好疫情防控工作，保障你和家人的健康，我们向全体国际学生友情提示：
In order to further improve the prevention and control of the epidemic and protect the health of you and your family, the following suggestions are put forward to international students:
1.严格遵守不提前返校要求。我们将在中国国内新冠疫情得到有效控制后，根据国家教育部的相关通知确定开学日期，并至少提前14天向各位发出开学通知，尽可能为大家购买机票预留时间。请在没有接到准确的开学时间前，不要购买来华机票，不要入境中国。
1. Without permission, international students are not allowed to return to the university in advance. After the epidemic of COVID-19 in China has been effectively controlled, we will determine the opening date according to the relevant notice from the Ministry of Education, and issue a notice to you at least 14 days in advance to reserve time for you to purchase air tickets. Please do not buy air tickets to China or enter China until you have received the exact starting date.
2.积极参加网络授课。在疫情期间，我校已经开启网上授课平台，停课不停学，请大家联系自己的老师，积极参加网络授课。
2. Please participate in online classes actively. During the epidemic, our school has opened an online teaching platform. Please contact your teachers to actively participate in online classes.
3.密切关注疫情信息。当前，在疫情防控的关键时期，各类社交媒体不时发布关于疫情的不实言论，请大家关注中国国家卫生健康委员会和沈阳师范大学发布的官方消息，做到不编谣、不传谣、不信谣、不恐慌。
3. Please pay close attention to official information of the epidemic. At present, during the critical period of the epidemic prevention and control, various social media release false statements about the epidemic from time to time. Please pay attention to the official news released by the National Health Commission of the People’s Republic of China (http://en.nhc.gov.cn) and Shenyang Normal University (http://www.synu.edu.cn/). Don’t make up, spread and believe in rumors, and please don’t be panic.
4.对疫情高发国家来华人员入境后采取疫情防控措施。为了有效阻隔疫情跨国传播，在对于中外各方的疫情都有利的前提下，根据中国相关法律法规，对于外国入境尤其是来自疫情比较严重的国家和地区人员在入境后采取相关检验检疫和防控举措，我们对外国公民和本国公民一视同仁，无差别地执行相关措施，如体温日汇报制度，居家或者集中隔离观察14天等。根据国际国内疫情的发展态势，我们还将即时动态调整对外国来华人员入境后的防控措施。
4. China has adopted epidemic prevention and control measures for people who came to China from countries at high risk of epidemic. In order to effectively prevent the spread of the epidemic across the country, under the premise that it is beneficial to both Chinese and foreign parties, according to relevant Chinese laws and regulations, China will take relevant inspection and prevention and control measures. We treat foreign and domestic citizens equally, and implement relevant measures without difference, such as the daily temperature reporting system, staying at home or staying in isolation for 14 days. According to the condition of international and domestic countries, we will also adjust the prevention and control measures for foreigners coming to China in time.
5.及时反映困难诉求。国际教育学院将密切关注疫情的发展情况以及学校和上级部门的相关通知，将随时与同学们保持联系、通报信息，你有任何疑问或建议，都可以联系你的班主任老师和学院办公室工作人员，我们将及时回应你的关切。
5. Please tell your problems and difficulties to teachers in time. The College of International Education will pay close attention to the situation of the epidemic and relevant notices from schools and superior departments. We will keep in touch with you and report information at any time. If you have any questions or suggestions, you can contact with your class teachers and staff of the college office, and we will respond to your concerns in time.
在疫情期间，无论你身在何处，都请做好个人防护，关注自身的健康状况，让我们一起努力，共同打赢新冠病毒肺炎疫情防控的全球阻击战！
