二、奖学金内容

正常学制内学费、住宿费、生活费和综合医疗保险。

三、申请条件

1．非中国籍公民，身体健康；申请者须具有学士学位，年龄不超过 35周岁；

2．汉语水平要求：申请者获得HSK4级、HSK5级或HSK6 级成绩报告。

四、申请流程

1．申请人在规定时间内向沈阳师范大学国际教育学院提交申请材料，沈阳师范大学国际教育学院将向通过初审的申请人发放预录取材料。

2．登录“中国政府奖学金来华留学管理信息系统”（登录https://studyinchina.csc.edu.cn/后，点击“学生注册”图标进入）填写申请信息，在线提交并上传完整版申请资料原件扫描件，在线提交并打印《中国政府奖学金申请表》。留学项目种类选择“B类”，受理机构编号为：10166（必填）。

申请人开始奖学金申请前，请仔细阅读以下操作流程。

第1步：访问“留学中国”网站，点击“中国政府奖学金来华留学管理信息系统”图标进入申请系统。“留学中国”网站链接：http://www.campuschina.org

点击【学生注册】按钮，注册账户。注册成功后，使用注册的账户登录系统。

第2步：录入申请人“个人资料”。点击【编辑个人资料】开始录入个人资料，逐项完成个人资料的录入，并验证保存。完成个人资料录入后，点击【完成】返回上一界面，开始录入个人申请信息。申请人须在完成个人资料录入后，方可开始填写申请信息。

第3步：选择正确的“留学项目种类”。

请选择“B类”留学项目种类，点击【新增申请】按钮，开始录入申请信息。

第4步：填写正确的 “受理机构编号”。

您的受理机构编号为：10166

“留学项目种类”和“受理机构编号”两者均为“中国政府奖学金来华留学管理信息系统”中的必填内容。

申请人填写后，系统会自动显示所填写的代码代表的受理部门的名称。留学项目种类和受理机构编号存在对应关系，如果填写错误，沈阳师范大学将无法收到在线申请信息。

第5步：填写“申请信息”。

完成上述操作后，录入“语言能力及学习计划”并上传“补充材料”，直至点击【提交】完成申请。提交申请前请仔细检查各项信息及补充材料，确保信息及材料的正确、真实。

第6步：申请一经提交，申请人将无法修改“个人资料”及“申请信息”。申请被受理前，申请人可通过点击【撤销】撤回已提交申请，并进行修改。申请被撤回后，申请人须在编辑后再次提交，否则该申请将无法被受理。申请被受理后，申请人将无法撤回该申请。

第7步：点击“打印申请”下载申请表。

第8步：提交奖学金申请。

沈阳师范大学不会委托任何个人或中介代为受理中国政府奖学金申请，申请人需通过国家留学基金管理委员会官方网站（http://www.campuschina.org/）获取有关信息。

注意：

l 建议使用火狐或IE 11 浏览器，如果使用IE 浏览器，请去掉浏览器的“兼容性视图模式”后使用。

l 申请人须使用中文或英文完成全部申请信息的填写。

五、申请材料

1．《中国政府奖学金申请表》（中文或英文填写）；

2．护照首页。如现持有护照有效期不符合要求（护照有效期应晚于2026年9月），请及时换发新护照；

3．经过公证的最高学历证明。如申请人为在校学生，须另外提交本人就读学校出具的预毕业证明或在学证明。中英文以外文本须附经公证的中文或英文的翻译件；

4．学习成绩单（自本科阶段起）。成绩单应由就读学校教务处或有关学生管理部门开具并盖章。中英文以外文本须附经公证的中文或英文的翻译件；

5．预录取材料(由沈阳师范大学向通过初审核的申请者发放)；

6．来华学习和研究计划。用中文书写（不少于 1500 字），内容包含对中国、学校、专业的认识以及未来专业规划，需要体现一定的专业水平和学术素养；

7．推荐信。两名教授或副教授的推荐信，用中文或英文书写，推荐人签字并附联系电话及邮箱；内容应重点包含对申请人来华学习目标要求，以及对其综合能力、未来发展的评价；

8．《外国人体格检查表》。此表格由中国卫生检疫部门统一印制，须英文填写。申请人应严格按照《外国人体格检查表》中要求的项目进行检查。缺项、未贴本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效。检查结果有效期为6个月；

9．HSK4级、HSK5级或HSK6 级成绩报告（HSK成绩报告有效期为两年）；

10．无犯罪记录证明。申请人须提交由所在地公安机关出具的有效期内的无犯罪记录证明，通常应为提交申请之日前6个月以内的证明文件；

11．1页护照空白页；

12．电子版 2 寸证件照片。

六、审核录取

1．请申请者于2026年2月28日前将申请材料发送至zsgjy@synu.edu.cn，务必将信息填写完整与准确，沈阳师范大学将会给通过审核的申请者发放预录取材料。我校负责审核申请材料，并采取笔试或面试等方式对申请人进行考核，择优推荐人选至国家留学基金委。

2．被我校预录取的申请人，经留学基金委专家评审通过，即可获得中国政府奖学金资助来华学习。

3．中国政府奖学金生不得同时享受中国各级政府和录取院校设立的其他奖学金（不含各类一次性奖励金）的资助，一经发现，其中国政府奖学金资格将予以取消，并须退还已领取的中国政府奖学金。对于刻意隐瞒资助情况的，除取消资格外，三年内不允许申请中国政府奖学金。

4．已在中国政府奖学金来华留学管理信息系统申报其他高校的申请人，请勿重复申请沈阳师范大学。

5．奖学金获得者一经录取，不得变更学习专业、学习期限和授课语言。

6．奖学金生入校后须参加年度评审，以评审结果确认下一学年是否资助、中止或取消奖学金资格。

Application Guide for Chinese Government Scholarship for “High Level Postgraduate Program” of Shenyang Normal University in 2026

I Supporting Categories, Duration, Instruction Language and Majors

1. Supporting Category: This scholarship is only for candidates pursing Master’s degree.

2. Duration: 3 academic years

3. Instruction Language: Chinese

II Scholarship Coverage

This program provides a full scholarship which covers tuition, accommodation, living allowance and comprehensive medical insurance within normal schooling.

III Eligibility

1. Applicants must be a citizen of a country other than the People’s Republic of China and be in good health; being a bachelor’s degree holder under the age of 35;

2. The applicants should have the valid HSK4, HSK5 or HSK 6 certificate.

IV Application Procedure

1.Submit application materials to the College of International Education hereafter(CIE) of Shenyang Normal University within the specified time; CIE will issue the pre-admission materials to those who pass the preliminary review.

2. Complete the online application procedure at CGS System at https://studyinchina.csc.edu.cn/. Click “CREATE AN ACCOUNT” to log in, fill in the application information and upload the original scanned copy of the corresponding supporting materials and submit them online; submit online the completed Application Form for Chinese Government Scholarship, and print a hardcopy. The Program Category is “Type B”, Agency Number is 10166（Required）

Please carefully read the instructions below before applying for the scholarship.

Step 1: Visit “CSC Study in China” website and click “Scholarship Application for Students” at http://www.campuschina.org

Register an account through [CREATE AN ACCOUNT] and log in with your account.

Step 2: Input Personal Details. Click “Edit Personal Details” and finish inputting personal details by filling in all the information, verifying and saving the information. After the completion of this section, return to the previous page by clicking “Finish” and start filling in your application information.

Step 3: Select the correct “Program Category”.

Please select Program Category “Type B”, click “New Application”, and start filling in the application information.

Step 4: Input the correct “Agency Number”

Your Agency Number is 10166.

Program Category and Agency Number are directly matched; both are mandatory for online application. After inputting the agency number, the university’s name “Shenyang Normal University” will automatically show on the page. Shenyang Normal University will not receive your online application if the program category or agency number is not correct.

Step 5: Input Application Information

Next, please move on to the section of “Language Proficiency and Study Plan” and upload “Supporting Documents” as requested, then click “Submit” to complete the application. Check each part of your application carefully before submission. Please make sure that all the information and uploaded documents are valid and accurate.

Step 6: Once submitted, amendments cannot be made on “Personal Details” and “Application Information”. Before the application is processed by the processing authorities, applicants can revoke the submitted application by clicking “Withdraw” and edit the application. After revoking the application, applicants must submit it again after re-editing, or the application will not be processed. Once the application is processed, the application cannot be revoked.

Step 7: Click “Print the Application Form” and download the form.

Step 8: Submit scholarship application.

Shenyang Normal University does not entrust any individual or intermediary agent to process Chinese Government Scholarship applications. All applicants should access relevant information on the official website at http://www.campuschina.org/ of the China Scholarship Council.

Notes:

l Please use Firefox or Internet Explorer (11.0). For applicants using Internet Explorer, please close the “compatible view mode” function ahead of editing.

l Please fill in all application information in Chinese or English.

V Application Documents

1. Application Form for Chinese Government Scholarship（written in Chinese/English）;

2. Copy of Passport Home Page. If the validity of the applicant’s current passport does not meet the requirement (meaning the passport expires before September 2026), please apply for a new passport before submitting the application;

3. Notarized highest diploma;

Prospective diploma recipients must submit official document issued by your current school to prove your current student status or expected graduation date. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.

4. Academic transcripts（from the undergraduate program onwards）;

Transcripts shall be issued and sealed by the attending university’s academic affair office or students’ management department. Transcripts in languages other than Chinese or English must be attached with notarized Chinese or English translations;

5. Pre-admission materials (Issued by Shenyang Normal University to applicants who pass the preliminary review);

6. A Study Plan and Research Proposal;

A study plan and research proposal written in Chinese shall contain no less than 1500 words. It contains the understanding of China, the university, the major and the future professional plan, and needs to show a certain professional level and academic quality;

7. Two Recommendation Letters（written in Chinese or English）;

Applicants must submit two recommendation letters signed by a professor or an associate professor with the telephone number and Email. These letters shall describe the applicant’s objectives of learning in China, and evaluate comprehensive abilities and future growth;

8. Foreigner Physical Examination Form;

The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all of the items listed in the Foreigner Physical Examination Form. Incomplete forms or forms without the signature of the attending physician, or the official stamp of the hospital, or a sealed photograph of the applicant are invalid. Please carefully plan your physical examination schedule as the result is valid for only 6 months;

9. The valid HSK 4, HSK 5 or HSK 6 certificate（HSK results are valid for only 2 years）;

10. Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application;

11. One blank page of passport;

12. Digital 2-inch photo.

VI Scholarship Confirmation

1. Please send the application materials to zsgjy@synu.edu.cn before February 28, 2026, and be sure to fill in the information completely and accurately. Shenyang Normal University will issue pre-admission materials to approved applicants. SNU examines the application documents and conducts written examination or interview, recommends the excellent candidates to China Scholarship Council;

2. The pre-admitted applicants can receive the scholarship to study in China after passing the assessment of CSC;

3. CSC scholarship recipients shall not be subsidized by other scholarships (excluding all kinds of one-time awards) established by the Chinese governments at all levels and the admission institutions at the same time. Once found, their Chinese government scholarship qualifications will be cancelled and the Chinese government scholarships they have received must be returned. Applicants who deliberately conceal their financial support are not be allowed to apply for Chinese government scholarships for three years, in addition to being disqualified;

4. For applicants who have already applied to other universities in the Chinese Government Scholarship Management Information System for Studying abroad in China, please do not apply to Shenyang Normal University again;

5. Once the scholarship recipient is admitted, s/he shall not change the major of study, the period of study and the language of instruction;

6. Scholarship students are required to attend an annual assessment to determine whether the scholarship will be funded, suspended or cancelled for the next academic year.
